A. What Is Cygwin?
# Cygwin is a Linux-like environment for Windows. It consists of two parts: A DLL (cygwin1.dll) which acts as a Linux API emulation layer providing substantial Linux API functionality.
# A collection of tools which provide Linux look and feel.
The Cygwin DLL currently works with all recent, commercially released x86 32 bit and 64 bit versions of Windows, with the exception of Windows CE.
Note that the official support for Windows 95, Windows 98, and Windows Me will be discontinued with the next major version (1.7.0) of Cygwin.
What Isn't Cygwin?

What is the most basic linux distro.?
Q. All I need is a web browser. basic navigation tools. I plan on adding on everything else I need.
A. Gentoo is the most basic and most flexible distro, but it also has a higher learning curve and is not for the faint hearted!
My suggestion would be to use Debian.
You can go to the Debian website and download a net install ISO image and burn it onto a CD.
The net install is just a basic, very lightweight system.
Once you have installed it you can build up from there by using apt-get to install additional software.
For example, 'apt-get install xfce4' to install the lightweight xfce desktop. This will pull in any dependencies, such as the X server. Then you might wish to do 'apt-get install iceweasel' to install Firefox (Firefox is called 'Iceweasel' in Debian for licensing reasons).
All you need to do once you are done is run the command 'apt-get update && apt-get upgrade' once a day or once a week or whatever to make sure you receive any security updates or bug fixes and that is all there is to it.
Also, since Debian is one of the most popular distros, there is tonnes of documentation on the net if you get stuck... (remember - stuff in Ubuntu tutorials and on Ubuntu forums usually applies to Debian also, since Ubuntu is based on Debian.)
Finally, Debian is generally regarded as the most stable distro around - Debian is such a great all rounder and definitely deserves your consideration.

how can i practice the unix commands on syatem with out installing the unix os?

Sun has a good free one known as Virtual Box. If you can afford it, get VMWare. It's a far superior product, and is what you'll actually find in the real world.
