How do I set up a static IP address with just one DNS server?

Q. I'm trying to set up a static IP address for my Minecraft server. But my computer (Windows XP 32 bit) only has one DNS server. I have it connected to a wireless connection (It's a crappy desktop that I got at a yard sale, HP Pavilion a210n).
I've set up a static IP on my netbook before, but the server was the laggiest server anyone could ever play on. Because it's a netbook. An old one. And it's crappy.

A. Since it is an old POS computer, you should set up your server with a Linux system like Ubuntu:

Lots of people are doing it so you can find plenty of help and tutorials. It is a bad idea to use XP for a Minecraft server because XP is way too easy to hack. Don't be afraid to use Linux. It's different than Windows but it doesn't take long to get used to it and once you do, you won't miss Windows much at all.

If i dont have a windows or mac computer can i steel download minecrft?
Q. Can i steel download minecraft if i dont have a windows or a mac computer and will it be the same?

A. STILL* and yes. As long as you have good parts, and by saying without MAC or windows I assume you are using Linux and Linux is for higher educated tasks than playing videogames, get a PC...

How do I setup a private Minecraft server?
Q. My friend and I want to play Minecraft together, privately, as in just us. How would I do that? PS. I don't have a Netgear router.
